In this case I don't know why it has been compressed in rar format, it is basically the same size of the exe and at least a zip format could have been open by any windows user

One possible reason for using .rar is gmail, which at least used to open compressed files and prevent sending them if they contained executables. It could not open .rar, so that was often used to send executable files. This may have changed since I last checked.

It's not only Gmail but one of the reasons to use RAR
