I wondered what this track would look like in an alpine valley setting,so that is what this texture alteration is about.

Here is a little addon made long time ago, slightly retouched recently.

By a process of elimination I tracked it down to the file "whouse1.3do". Removing this got the track to load.
Am I missing any other pre-reqs?

There are 3 updates in Denis's post that need to be installed in order. Maybe you missed one.
EDIT- I think hay_s.mip was missing which is why you had CLT
You can try this. It is all 3 compiled in one archive.
It should have everything.
