Does Anyone Know Who Owns/runs Gem?

i believe initial creation was by Paul Thurston(?)  its not Bill Cooper (i just asked him)
the problem is when one goes to GEM to update SGEM (seasons bottom right corner) where does that link?
Bill C, said he doesn't know (the TDB ?  no!)

so who controls if a modification/fix is needed?

IIRc, I think sgem.ini is linked to GPLrank? So when tracks are updated there that's when they appear on that list for GEM? Could be wrong, I remember there was an sgem.ini update a while back after some time ?

I believe SGEM is linked with the Alternative Track Database.
It also has all the percentage of people votes for every track and this gets updated automatically, check out an entry for a track:

Keith ddangermouse was keeping it up to speed but since his departure it got stuck.
Now the last update i believe  was made by Bill Cooper, around one year ago or so; when he did add a bunch of missing tracks to the ATDB, they were updated on the SGEM.ini also.

EDIT:
I see that my last Riverside SC is in SGEM and has the exact votes (1) that is marked in the ATDB.
This makes me feel positive  that SGEM is linked to the ATDB in automatic and you just need to insert a track here to make it appear there. :)

Got it sorted out folks
It is listed to the track database so that part is correct, However the program uses the season name instead of the display name, eg Riverside Sports Car Course  1966 is listed as USRRC - Round 2.
Since this can be very confusing I need to modify my script so we get a better Naming system, let me see what i can do
