So, I know this might seem a bit strange, but is it possible to add new schemes and such into mods, similar to what you can do with NR2003?
NASCAR had an open-wheel series at one point in time, and I would love to paint a carset for those cars if it were possible.

If you mean to paint a car and create a new carset then yes.
You need some utilities like WinMip2 and do some research here.
Ask for help with it because someone knows the answer or the way to go.
If you wanted to go all the way you can also change track graphics to match specific race or season.

Gotcha, I'd heard that was the way to go, but wanted to check it out here before I did anything.
