Another thing is, do you have any kind of virus/HIPS defense program blocked GEM+?
On a more effective but very complicated method (which now I use this method solely to avoid system reboot every time language-locale changed), is to use a virtual machine (such as virtualbox, opensource), then install a windows copy and GEM+ inside the virtual machine.
Since virtualbox support folder share, just make your GPL game directory (the one on your real hard-drive) as shared folder in virtualbox, and GEM+ can add and read the folder directly through the virtual machine, and you can install mod and patches from there.
Once everything is done, just click red flag to generate exe, and you can run the new exe from your real machine to play GPL. Obviously this method has limitation (can't really play GPL inside virtual system, it's possible but performance gonna be bad) and complicated (need to learn how to use virtual machine), however the advantage is huge, since it is system independent, once the virtual machine is created and all GEM+ setup done, it(virtual drive) can be used on any windows/mac/linux system that support virtual machine (virtualbox for example), and no compatibility issue at all, and this virtual system won't be changed unless you make it so. (PS: virtualbox's built-in 3D function uses code from Wine project)
