They should be in subfolders once you install his track (I don't remember if was an update or an actual track with its own installer).
Try 'em out and see if you find anything that suits your needs.

Ok ... Gammaworx beautiful and realistic sky options are ... Bright ... Cloudy ... Hazy ... Overcast ....
After backing up my fully updated Kella Ring Betas for each install... I installed the appropriate "Sky and horizon Only" files and in a few cases the associated concrete mip for each year/installation I have .... they look incredible and provide the desired effect for sure... For me Gammaworx sunny sky wasn't quite bright enough so I did a version with Dunky's Nurb sky as well
The only drawbacks so far are Gammaworks horizons are a bit higher than Kellas in some spots but really enrich the mountain atmosphere ... the slight change in asphalt color that occurs under different lighting conditions isn't present (but Kellas colors are fortunately middle of the road ..yuk, yuk) and the sky pops through the foliage again in that thin strip at the top of the grass bank heading toward the Flugplatz.. but I can live with it ... If anyone would like to see some screenies I'll post some ... I will post some shortly

Probably because it's in french. Not easy. The french community is as small as active in the big GPL world.

1965 .. overcast and wet
1966 ...overcast and damp
1967... sunny and dry
1968... hazy and damp/wet
1969 ...sunny and dry
1967 1000 km nürburgring ...dry and hot
I looked at some of Al Healys ground breaking skies but find them too dramatic for actual historic race conditions.
So far I have tried gliebzeits_65_Nurb_Cloudy_Sky for the 1965 event ... there are minor color saturation and other issues when used with the Kella update but overall really doesn't look bad at all and provides that gloomy feeling I am seeking...
Any suggestions here for each event would be greatly appreciated..
Here is where my search has led me so far with interesting results ... I like using the Gammaworx selection as the horizon remains consistent ( I did not use any files other than sky and horizon files so asphalt and ground color is the same in every version ... but be aware he uses some fog inserts in his track ini files that need copied and pasted into the track ini your updating. I added minimal fog to his 65 cloudy sky just to see the effect ...I had originally pulled the sky from wetnurb to try not realizing until later it was Gliebzeits.... Each screen cap is titled with whatever update I used ....

Also, there is a cloudy version of Seegert's horizon files that I made with his permission many years back.

(incidentally. .is it permissible to use files the way I am? When should permission be sought)

Until you use for yourself you can do what you want with everything you like.

Aren't there some caveats when only attribution of a creator's work would be appropriate?
Obviously when their own readme allows it.
Or what about not knowing who exactly the creator is?
What about various compilations with many diverse and unrelated creators?
Of course getting permission is always best.

many cockpit views that wld permit to improve further track surroundings. The Kallenhardt section before the bridge going to Ex Muehle reveals the driver cld see hills and low mountains positionned quite far in the background

In case this helps anybody else. This horizon/sky did not work for me in my nurburg build. The Solution I think was that it needs a "ground.mip". I borrowed the one from the 1955 Mod complete track .
