Is it possible to take 3d models of the original GPL 67 cars and use them in NR2003? I am curious since I've been thinking of learning to create mods for NR2003.

Short answer is no. For all other .3DO items in N2K3, you can use any of the several editing programs to creat or modify a .3DO item. The car object (and associated files like damage etc) are "stacked" where the 4 different car shapes in the mod type are combined or stacked into a single .3DO file  To build this complex .3DO file you must write a script that does the work. There is a series of tools at theuspits site that has everything you need, except the time it takes for you to read and learn how to do it. Shortcuts like taking an existing mod and unpacking or unstacking the 4 types does not work, which means you will have to create your own set of car .3DO files, along with the associated damage files, and multiple versions of each car for LOD to prevend framerate problems.
And remember that N2K3 is a couple of months from being a 10 year old program.
