I would also like to know if it whatever it is would apply to other races like F1 2002 and Nascar 2002 that use 3D config.  I don't know the files or names involved since I have not had this working with windows 7 for 5 years.  I used GEM then.  If there is some free screen partition software, is it useless with 3D games because they over  ride it?

I don't know if I understood you right but I think you need to apply, in GPL option menu, your desktop resolution to have proper on track visual.
If you see the setup menu stretched then you need to tick in your windows graphics options, the scaling with fixed aspect ratio.

This has always been a "trial and error" thing for me, to get round things to be round in the display and also get the largest display possible, to use the full screen area.

So answer is maybe not so simple or easy.

The Road America 67 program cover has a nice big round circle on it, so lately been using that for a reference.

Check your monitor configuration settings.
Mine has several options.
There are probably options like Full, Wide, Normal, Zoom.
Also maybe another set of options under the heading Aspect or Aspect Ratio.

Experiment with monitor settings and display settings until satisfied enough with the result.

Not aware of any standalone software for this purpose.
If you have the option to tell computer to ignore in-game settings then you can experiment with that also.

Great! After some years of trying succeded now to normalize the ugly streched menue ratio. In Catalyst Control Center it is: My flat screens, Properties, Activate GPU Scaling, Keep ratio (don't know if I translated all correctly).

Thanks,  I had used something called Radeon settings that didn't work , but the procedure mentioned by Alter using  Catalyst Control Center did it.
