Probably, if an editor were to answer they would say yes, and no, and would offer to help you make the track by answering your questions about your track project.

That said, here is the tutorial. If you got a question just ask, you usually get an answer pretty quick around here.
We wait for your creation, Luigi Ciruit is either AVUS or Monza, depending on the iteration of the game you have.

If any circuit had my choice, it would be one of the Rainbow Road tracks, but yeah, physics don't exactly allow that,
so that said, I'd reckon Luigi Circuit on the GCN could be a good track.
This track has so many memories engraved in my mind. Back in recess at middle school I played this game so often on the Nintendo DS with my friends there and Luigi Circuit was a fan favourite,
because it was always so much havoc with people throwing items at each other, with the blue shell as the most notorious one.
Only thing that is an issue is to split the circuit in two as you can cross each other right at the middle.
Interesting bit is probably that the southern and northern turns has an inner and outer (banked) line you can choose.
If it is possible to make it like the speed difference is very minimal, that would be really cool.
