Just one problem, I have a Windows 8.1, and the 'dxwebsetup.exe' does not let me install it, and the 'DefaultPack.EXE' wouldn't do anything once I run it

Oh no, I have this redist version, but it is not for W8.1, it is for W7 as last version.

I think the big problem is your intel onboard GPU wich does not support OpenGL...

W7 is the last good Windows ;)

Totally agree with Cookie...the system RAM and video card is too low specs to run 64bits OS and GPL.

Yes, the original D3D rasterizer works perfectely
