A couple of question to understand better:
Did the power failure happen when the computer was running GPL?
What OS do you have installed?

Not 100% sure, but I think GEM+ was open. But I was not playing the game, for sure.
My operating system is Windows 7.

- Log on to the computer by using an account that has administrator rights.
- Click Start, type msconfig.exe in the Start Search box, and then press Enter to start the System Configuration utility.
Note If you are prompted for an administrator password or for confirmation, you should type the password or provide confirmation.

First I would delete all mod gpl***.exe an let them rebuild by GEM. (not the gpl.exe!!!)
If this did not help I would start a little softer and run cmd.exe as Admin -> sfc /scannow this repairs damaged Windows system files.

The first suggestion you do, I don't understand quite well. I don't find these "mod gpl***.exe" files... Where are they? I do find the GPL.EXE file inside SIERRA/gpl_demo.
The second suggestion, I think I could make it (see picture). It said that it found damaged files and repaired them. But the low framerate problem in GPL maintains...

If not, there is no way to repair a damaged gplc67.exe...
Never touch gpl.exe!
So you should reinstall the demo.
Just save and keep the player and replay folder.
If you have added tracks keep the tracks and seasons folder too.
Better than the 2004-Demo is the GPL_DEMO_2013_F1Legends ,
its french, but replacing the gpl.exe wih the Demo's makes it english...

So, considering that, what I shall do? Reisntall the demo, saving and keeping the player, replay, tracks and seasons folders?
